We've made some changes to the Account Manager to expand functionality and reduce confusion.
API Token and Client Authentication Certificates menu items have been moved inside each administrator's individual profile where the individual user can manage them.
Service Users, API token-based entities, are now an option under Administrators menu. Unlike administrator-owned API tokens, which are tied to their owner's account, Service Users have their own permission sets and expiry so they can be used independently of use account. Currently, Service Users are only account scope, and can be created only by another account-scope user. System-scope Service Users will be supported shortly
